§ 2317. Authorization of appropriations

(a) In general There are authorized to be appropriated to the Department of Labor, for the period beginning
October 1, 2001 , and endingDecember 31, 2013 , such sums as may be necessary to carry out the purposes of this part.(b) Period of expenditure Funds obligated for any fiscal year to carry out activities under sections 2295 through 2298 of this title may be expended by each State receiving such funds during that fiscal year and the succeeding two fiscal years.
(c) Reallotment of funds (1) In general The Secretary may— (A) reallot funds that were allotted to any State to carry out sections 2295 through 2298 of this title and that remain unobligated by the State during the second or third fiscal year after the fiscal year in which the funds were provided to the State; and (B) provide such realloted funds to States to carry out sections 2295 through 2298 of this title in accordance with procedures established by the Secretary. (2) Requests by States In establishing procedures under paragraph (1)(B), the Secretary shall include procedures that provide for the distribution of realloted funds under that paragraph pursuant to requests submitted by States in need of such funds.
(3) Availability of amounts The reallotment of funds under paragraph (1) shall not extend the period for which such funds are available for expenditure.
